If you are just starting out and you are on a shoestring budget. I would suggest going with 000.Webhost.com. I host several websites with them and I have not had any problem with them yet. Maybe because several of the sites I have built do not get a heavy volume of traffic.

Now, if you are inspecting a lot of web traffic volume. I suggest you try a paid hosting provider like Godaddy.com. They offer exceptional customer service and when I have hosting questions. It gets resolved in a timely maner.
